to make animations

It depends on what kind of animation you want to do.

photoshop cs+ can do any of the animations you will want to do. but I defenitely do not reccomend animation in signatures

Create the layers you want as frames in an animation. Then, in the layer name, just insert (xxx ms) and save as a .gif file.
