Just remove the animation or keep the animation as simple as possible.
Anyways just reduce the kb size when saving, but that will result in a loss of quality in most cases.

When you "Save for web and devices", there should be several sliders on the right hand side of the window and the kb size at the bottom. Try messing around with the sliders to decrease quality and kb size. I also think there's an "Animation Optimizer" filter...maybe?
