how can i make it smaller in size and keep pop out

Whenever you are having trouble with the KB size of your image you need to save your work for web devices.

Open your psd
File > Save for Web Devices (or alternatively SHIFT + ALT + CTRL + S)

.PNG-24 is the one you want to choose and it will allow for transparency and it will lower your filesize.
If it is STILL too large using that method then save for web devices as a .GIF which supports transparency as well (pop out) and can optimize even more.
