Using Photoshop CS4.
When I go to use the smudge tool, instead of smudging like it is supposed to, it pretty much drags whatever is in the circle everywhere.
It just started doing it, and I don't know why.

Are you sure your scatter settings are correct?

I've just always used the smudge tool as it was...never really changed anything with it.

F5 should bring up your smudge settings. If you've changed brushes since the last brush you used the smudge, most likely it was reset.

You can use unhatchedxegg's Smudge Sig Tutorial to get the gist of the settings.

That might've been the problem then...my friend just gave me his brush set and I imported it.
