i wanna do some animated images so...

and i'll also like to know where i can upload 'em

That really depends what kind animation you want.
There are tons of tutorials here you might want to take a look at them.
Once you make your animated image you can upload it on imageshack.us or photobucket or tinypic.
Also an important thing is what kind of program you are using for these animations ( photoshop works really well ).

if i make a vid, for example in widows movie maker and upload it in tinypic, i get moving a image??

if you save it right...like a .gif or any other animated format, but mostly just .gif if you wanna stay under the kb limit.

No, you will have to save it in a special format and i doubt that saving your video as a gif. ( If WMM has that option ) will fit the forum rules, usually they take up a big chunk of size in kb.
Try using photoshop, there are many tutorials you can follow and all you have to do is go to file save for web & devices and you are all set, all you have to do now is upload it on any image hosting website.
