I'm reading a tutorial and I'm supposed to create an outer glow on this brushed white line, but when I try it does absolutely nothing. This is the outcome after the outer glow is applied :



Any help is appreciated.

there is an outer glow. you might just not see it cause your eyes suck. adjust the settings of the glow to your likings imO

I'm not blind....that is the outcome that the tutorial gives after the outer glow. He says that the default settings were used. I'm saying it has absolutely no effect on my image.

it does. since this is not a usual pentool line without effects. its a pentool line with outer glow. dont be a fool

make sure you're doing it on the right layer

I meant when I apply the outer glow I didn't have any effect. It turns out I accidentally duplicated a stock image and did the pentooling on that layer so the outer glow didn't do anything. Thanks for the posts.
