I was wondering if you can buy tablets that you just plug in to your computer, rather than bying a whole new tablet PC...

I recommend Buying a normal wacom tablets. They are alot more cheaper then buying a new tablet PC.
Also wacom is well known, to graphic artists. Most types that people call tablets are Plug ins.
Pick one up at eebay, or just Wacom.com

wacom bamboo is your safest bet.
