The pattern is generally called scanlines. Most people just do it themselves as it is not hard at all. Just make a document (usually 3 px by 3px), delete the background, and fill in three blocks so it makes a diagonal pattern. Then save it and use it.

Just make your own, make a new 3x3 Document and delete the bg, making it transparent. Then pick a color and make a diagnal line from corner to corner (Or if you want horizontal/vertical lines you can do that aswell), then just save it as a pattern and apply it to whatever img/layer you want.
