is there any way to make the topaz effect without actually using the program?

if someone knows how to do it let me know

yes, there was a tutorial on it,can't remember where, its all about using a certain filter, but i don't remember which >.>
mess w/ the filters till you find the good one

yes it is reduce noise.

but its not 100% same like topaz
