im trying to turn a pic into a sig just a section of it im using cs2 and whenever i turn it into 450x150 it turns all mushed and blurry i cant get it to come out clear can someone help

yea i started to figure it out but gave up. ccant find anygood tut out there thats is capable of me trying to learn
