if i made a website home page or somthing... how would i get all the links in etc? dreamweaver or somthing?

i mean if my photoshop pic is one big picture for the website... how would i add links cause i cant figure it out >.<

how did he make it in photoshop and then all the buttons/links workk on the web?????
