No, you cannot. You need to at least be able to smudge, pen tool, add c4ds, add gradient maps, add other adjustment layers (photofilters, brightness/contrast, color balance, etc), add filter effects such as distorts (not a musat I suppose...), free transform (resize an image without loosing the pixil ratio),use some sort of brush and eraser tool, and add text. Keep in mind that these are about the bare minimum. I'm sure certain people could make a good sig without a couple of the capabilities listed here, but the style would get boring very quickly.
Since I've never used Roxio, I'm not really sure if it can do all of these but from what I saw on Google, it can't.
