Everything else works perfectly fine.
It's just the Filter section. ._.
And I doubt comps slow ._.

I got cs3, and I cant follow half the instructions on tuts, Either the button isnt there, or there is no way to find it >>>> I am so lost ><

Are you sure you're using photoshop tuts?
uhhh try going to Windows menu and checking that you have all the proper palettes and menus.
It's cs3, it shouldn't be missing anything (I use cs3 too...)

Hmm did you see a popup window when you select radial blur? - If so press ok, maybe the window appear somewhere on your screen you didn't notice.
Did you try to add the filter on a locked layer? It always happen to me when I undo something and forget to switch back to the layer I want the filter to be applied
