ok so im new to making sigs and such...so heres my question. what is good ways to lower the file size so it will fit jsp requirments?
i tried resizing,cutting,etc and i still cant get the file to 70kbs >.<
neone have ne suggestions?

Save as .jpg on 10-11 Quality.

10-11 is way too higher. Try 6-8
Post the sig so we can see why it's so big?

Save it as a .gif
People will say that this will lower the quality, but this is not true. There is no noticable difference - photoshop is good at saving as a gif, as long as you stick with 256 colors, and as long as it's not too big of an image (which sigs aren't)
