Where it says Apple Image that should be Apply Image!

Also:

Make sure you use soft colors.

EDIT AGAIN THE STEP RIGHT BEFORE YOU PUT IN RENDER I PUT BLUE THAT WAS SUPPOSED TO BE BLUR*.
ALSO IF YOU DON'T HAVE CS3 SET THE LAYER TO LIGHTEN INSTEAD OF LIGHTER COLOR.
