This is just a short tutorial i made it as a reply to someone but I think they only needed the last and most important step.

Make all the different images you want/need for your animated gif and save them as 0 1 2 3 4 5 as photoshop images (you don't need to make them with those names but it helps to keep it organized)

After you're done doing that put them in the order you want them as layers. You should add them all to the same file in order so they are all in a row and you don't need to search for them.

Open the animation window.(via "windows" on the menu bar)

Deselect all of the eyes on the layer window so you can't see anything(except your background)

In the animation window use the "duplicate selected frames" option so you have enough frames(you can always add more or just add a few at a time. I add 3 at a time to keep it simple)

Click on the first frame and click on the eye next to the image you want for that frame.

Click on the second frame and click on the eye next to the image you want for that frame.

Do that until you are done then click "alt+shift+ctrl+s" or go to file -> save to web and devices and save it as a gif.

If you are making something fade in/out just duplicate the layer you want to fade in/out and change the opacity or whatever then do the same steps.(everything but your fading thing is your "background" so have the eyes on all of em selected. Duh!)

Try to add some images or sth, because nobody is going to read that wall of text.

I'm not sure, but aren't there some tutorials on this site about how to create animation already?
