Ok I tried to download GIMP and when it was done downloading a window poped up saying "You must be logged in as an Administrator or as a member or the Power Users group when installing this program"
What does this mean? and is there a way to fix this?
Please help me out.

It means you dont have admin account on your personal computer and the admin has limited your power. Aka log onto your dads account to install it.
