Can the saturation of a specific a layer in an individual frame be changed? Or will it always affect every frame?

Say you have 10 frames. If you change anything in frame 1 it will affect all other frames. However if you change frame 5 it will only affect frames 5-10.

Wait... I guess you don't mean what I thought. So the frames are divided into bisectors?
If it's possible to change the saturation individually then please let me know.
