Depends what you want to do, but you start by going to "window" then "animation" on the top selection bar.
From there you can create new frames and what not.
To make the glow that passes from one side of the text to another, before you make any new frames make a gradient on the layer above your text.
Then while you have the gradient layer selected hit "ctrl+alt+g" this will overlay the gradient layer on the text.
Move the gradient off to the side of the text that you want the sweep of color to start from.
Then open the animation window and create a new frame.
Select your new frame and then select you gradient layer and drag it across the text.
Now click on your first frame again.
Open up the animation options window (by clicking the little arrow in the upper right of the window) and hit the option that says "tween"
Once the tween window comes up set the settings to "next frame", "create 5 frames" or so, and then hit okay.
Now you can play your animation.
If you want it to slow down then in the bottom of each frame change the number which represents the time in seconds before moving to the next frame.
When you're all done, save it by going to "file" then "save for web and devices" this should bring up a options window, hit save while in this window but make sure you're saving as a .gif
Then upload it and you should be done.
