how can i make a glowing effect? similar to underglow or neon lights? im attempting to do something like that but its not coming out to how i want it. i've seen it in used in a couple tutorials but i dont understand...~

create new layer above, set to soft light(if doesnt work, try other blending mode) and brush with a light color soft brush on the parts u want glowing.

actually i just tried it, not the glow i was looking for x.x~
