You can create some awesome effects with it.

Right click on the blur tool the tool under the eraser tool > Smudge tool

Go brushes config

> Scattering > higher it a bit, lower the count.
- Shape dynamics > Change the size jitter to something you like, Roundness 100 % i'd recommend, Also minimum roundness.
- Other dynamics > Strengh jitter = 100 % (i recommend)

Controll everywhere = off
