How do I make Outer Glow have the color of my choice?

How can I make some shining effect?

I also would love to know how to resize an image in kb?

1. There's a box filled with a color in the window, click on that and change the color to what you want

For shinning effect, I ment like a shining star... I dont know if you follow me

when u save it for web and devices just lower the color amount to fit the kb limit but u can also flatten it then save it
