I wanna put a blue background behind him but have some flames or yellow/gold streaks coming from behind his head

Not sure as to how to do the stuff behind his head, should it be on a separate layer than the background? Should it be with the background, etc etc?

If you put the flames on the background they will be harder to manage later on. Make the background blue and then make a new layer for your flames. Put him on top of the flame layer and erase all the white that is on his layer.

For the most part more layers is almost always better. with how cheap storage space is becoming nowadays the extra space you will need for more layers shouldn't be a big deal. If its a question of whether to put a new object/effect on a new layer, I would almost always say yes. Just be sure that you keep them labeled/organized so when you get above 15-20 layers you still know where everything is.

Bert Monroy (photoshop uberguru) uses 10,000+ layers when he makes some of his digital paintings. (just to give you an idea)
