there is a contest on a flash game forum (mechquest.com) and they need a new clan uniform for the characters. what i want to do is create this uniform.

If their only 2D, you can use Photoshop, GIMP, Illustrator, etc.

Not on how to make a uniform for that kind of character, but look into vectoring or using the pen tool. That's most likely the thing to be used to make what you need.
