I know in illustrator in should look better

This looks like simple vectoring to me. Basically you just trace an image with the pen tool (You'll have tons of paths in the end if you want it to look realistic) and then fill with colors.

It's not exactly tracing though..It's more like building. Since you do the base and build up.
