just download one from deviantart.com
They are just brushes that look like someone took a bucket of paint and threw it on the ground ^^

on the left (on CS3) you got a tool named either Blur or sharpen... dont remember the default tool that is there. Just right click it and select smudge tool. It's a finger type looking tool.
