New layer, Image > apply image, ctrl + alt + g, move around wink.gif

Do anything you want on 1 layer, doesnt matter what it looks like.. then make a new layer, hide the one where you just put all the effects on, and do an applied image. Then unhide the layer, and on the applied image that is above the effects layer, put a clipping mask. Then you will only be able to see the applied image through the effects you did. Move it aruond for better effects.
