I dont understand how is able to use a brush to erase the paint and uncover the render? I also dont understand how he does a black layer and blue layer because when i do that and put the black layer on top or underneath some its all black oh nvm its too hard to explain. If someone could just write a step by step in text or something. I usually watch video tuts because I can see where they click for certain things and I am pretty noobish at GFX stuff.

Don't do this..It teaches you nothing good, just stupid flashy effects and the outcome is bad tbh.
Find a better tutorial mate.
