How do i move a picture or more down onto the background or whatever i have. Because i made the background ect and then tryed to open a picture on it ( File -> Open ) and it opens new window, I try pasteing it into layers but nother.

This may be obvious, but im serious.

Say i have a background like this: http://liamdaly.com/Images/TalkingSquares/Blue-Sky.jpg
I want to be able to put: http://www.fw.delaware.gov/NR/rdonlyres/7D197C78-ACFE-4497-8E3A-DAE2F4B3B545/385/FWDanielleDogLicense.jpg in front of it.

And how would i remove the color behind the dog?

ok so. If you want to put an object on background, and the certain object is on another image, you have to just select the area (use the square select tool) which you want to put in. You can just select whole image or you can just select f.ex. only dog, then edit>copy, then open the background image and type edit>paste. You can move it by the move tool(or whatever its name is, it looks like plus).

Now the 2nd thing you want to know. If you want to remove all the not needed area from the dog`s image you have to select the dog, you`d watch an tutorial on youtube. Just search `Gimp Selections` by Enselic. There you can learn how to make perfect selection. And just put only selected dog on the blue background.

Ok...
You gotta open your image.
Hit New Layer.
Then duplicate your layer.
Make sure ur original layer is in the middle.
Select the top layer.
Pull out your pen tool, select paths and start cutting out your image.
Once you've gone all the way around, right click, hit select....
