could someone resize this pls?, cant do it with paint and or gimp, dont got photoshop

Dont do anything for this dipshit here..He is stealing signatures and trying to resell them. I know because I recieved a PM from him trying to sell me a signature which I MADE about 3 months ago.
I can provide the origional PSD files and everything to back up my statment aswell as show screenshots of my pm inbox to prove that he is trying to sell signatures that arnt even his.

Please some1 let me know If I can report him for this or not. If so should I?
