Anyway to do this for a PNG file? When I do it I come up with this:

In photoshop, you need to choose at the start of making a new document:

Transparent Otherwise it always will be with a colour (standard - white)

if you save it as a png with all that detail itll prob still be oversized... try saving it as a gif file and if its still to big decrease the colors ... itll have less quality than a png but youll be allowed to wear it =)

well if i make my sig smaller on paint it will go all deformed:S

That is probably because you also make it larger and then smaller ( if you keep on making it smaller it shouldn't be smudged/deformed ).

This would be much better if the colors of the text didn't make it so hard to read...
