looks like he got to the twirl part but didnt set the layer to lighten.

I'm not sure what it was. All I know is that mine didn't come out like thiers did. Mine just " twirled" It didn't look good like his did.

Once you twirl you need to to the layers window on the right hand side and witht the twirled layer selected set it to "lighten" instead of normal.

Then hit ctrl +E to merge down

Ctrl + J to duplicate it

repeat the twirl and lighten
ctrl + e

Ctrl +u to colourise
