im always get stuck on how to makes the blue effect by her arms :(

the blue effects r new layer lines smudged and then set to dodge

Nice tut for beginners.

Alittie tip though, try smudging while zoomed in.
Makes the detail way better / nicer.

new layer>apply image>displace 10pix x+y?

plus how do i choose the right thing to displace? /=
