lol... its kewl bro. its just a glow animation.. if you know animation, this should make it easier for you.
lets say, you have a pic, then make a new layer. make a ball orb like any of the basic brushes and in white.
then add glow and up to you how much u want the opacity to be heaviest at. 1st frame w/ glow, second w/o 3rd w/.
