Here is how you do it on GIMP. Open the layers pallet (Dialogs -> create new dock -> Layers, Channels, & Paths). On the pallet, there should be a slider right below "Mode" labelled "opacity". Move that down to fade the image.

Yep, no prob. Took me a whole 2 mins to open my GIMP up
