Create new layer
Pen tool in the spiral shape.
Take eraser, try to erase the parts where it overlaps the arm that its not supposed to, it will ask you to rasterize say ok.
Erase parts that are overlapping now that you can.
Double click on the layer or right click and blending options (I believe its blending options), find the outer glow tab.
Make the outer glow white and find a setting you like (remember this is supposed to be a close in glow, this isn't what lights up the arm).
You may also possibly want to use an inner glow.
Take an eraser on a soft brush and erase the two tails of the line so that they seem to get smaller even though its just the fact that their loosing opacity (this way you don't have to change the thickness of the line, you just erase like 25% of the opacity where you want it to look thinner).
Then go back to your image layer, and dodge tool where the light/electric spiral passes over the arm so it looks like there is a major glow to it.
And random bits of a c4d on linear dodge mode I would guess.
Please realize this is all guessing, maybe this weekend I'll try to duplicate the effect and post my results =]
Thanks for the help, but the only problem I was that I needed to click on "path"

It's fixed now!
