For example, I wanna lens flare the front lights of a car & I wanna make it baby blue color, is there a way for me to change that?
either by lens flare or something else?

make a new layer
fill it with black then add your lens flare
set it to lighten screen or linear dodge and then ctrl+u for color change or photofilter with clipping mask

Fill layer with black, flare it, screen it, CTRL+U it.

easy but a but if you make a new layer and brush with blue over the lights and set it to soft light i think is a better effect

Oh so if I want to make a pop out picture I should probably brush and not the ctrl + u way?
