Why do UFC fighters have to answer to USADA and athletic commissions?

Can’t Dana White just say fuck them and make his own rules for the UFC?

In Nevada you need to be licensed by the NSAC if you want to fight

As for USADA, the UFC has partnered with USADA if I recall correctly since 2015

If you create a sport and you and your friends play grabass in your backyard, it's completely fine. If you start trying to make money off it and decide to make it a business, it has to be approved by whatever state it's taking place in. State governments have their own athletic comissions that regulate these sports
