well yeah at one point he was but he got there beating nobody special really

went on a big win streak to nobodies then fought people in top 15 and lost 3 in a row

loss to souza understandable, even to CB, but 3rd in a row against thales? i don't fully agree with the cut, but i don't disagree with it exactly don't see him touching anybody in top 10
