yeah, seing that way I agree. I would list Frank Shamrock for what he brought in the game. He is considered the first complete well rounded fighter who excel in every department.

Personally I never liked Frank shamrock but you have a point
Randy Couture is up there but I would say he's honorable mention at best

Arguably, if this is a north american perspective - Cro Cop represents the same thing as Fedor (japan insane era) but he broke through into the UFC (somewhat)
