This matchup makes sense to me. If it happens, I think Conor will sidestep Gaethje again (for a while), and then it's a question of whether or not Khabib is still active after he (presumably) pummels Gaethje and (maybe*) gets a fight with GSP. The timeline actually works ... GSP has time to prepare, Khabib has time to recover and meet an old GSP, and Conor can find out how sharp he is and then, assuming he wins (which he should if he's on his game), look at an interim bout. I don't know who he'd need to fight for an interim belt, and maybe it'll be Gaethje or Ferg, but I think he's going to avoid Gaethje at all costs until and unless he's at 100% and gets asked about it point blank at a press conference. He'll probably say that it's not in his hands and then I believe that if that's what everyone wants to see, he'll finally accept that match.
