the ufc, bellator, and most mma promotions in the world, use the Unified Rules of MMA, which are supported and enforced by every american athletics commission. There are things the athletics commissions don't care about, and those are noted in the rules, like bellator using a circular cage, or some promotions using a ring.

If the unified rules change, the UFC's rules change.
