He was deemed innocent of intent, meaning that he, supposedly, did not intentionally take the diuretic, based on sample findings within the alleged supplements he was taking.

So in this you are right, he's not cleared to fight, but that's more for the matter that the substance did inevitably end up in his system, and he is ultimately responsible for what he does ingest.
The suspension is mostly a formality to ensure the substance works its way through his system and wouldn't give him any sort of edge (Not that these trace amounts would makea huge impact anyways).
