They can't create top tier talent, the top tier talent has to create itself. That's why Ryback for instance failed.
Also you seem to be forgetting it's a businses, not a sport. Best =/= Most popular and most popular among young men on the internet =/= most popular with the bigger audience that buys PPVs, goes to shows and buys the merchandise.
