yea you can knee a downed opponent not in the face and you cant be down either. 2 downed fighters = no knees. watch georges vs. matt serra 2 lol

you can throw knees if you are both down

because of the dumb ass rule in place...

/e also if your hand is touching the floor you are therefore "down"
