It wasnt New York afaik

It was Jake's promoters who decided that Hasim Jr was not on track for his weight cut.

They failed negotiations and then decided to cancel the event because he didnt seem to be on track to make weight.

potentially but it could also be that Paul's promotion didnt want to waste any excess money promoting and advertising for the event if dude isn't going to make weight.
