The vocabulary of a grown man is acquired at age 4. Grammars require a little bit more, but any kid beyond 5 could be diagnosed, based on DSM criteria (APA, 2013), with a learning/speaking disorder if they were not able to speak, spell, make sentences or to comprehend the language, in example.
