i think it's a mix of him being content just easily dispatching newcomers in his own division to add up the defenses + him not thinking he gets paid enough to be jumping around and taking tough challenges/risks.

He's a smart guy. He's picking the safe route that has a long payoff life at a medium pay rate. If he takes the risk and loses he loses that top p4p spot which erases what little star power he had, and loses his negotiating power.
