I would say likely yes.

Russians as a whole (I have trained and competed in Judo with many) work harder and push harder both physically and mentally than any athletes I have met and competed with.

Their grit alone makes them better athletes than many - this drive is also likely linked to their desire to win so much so that they consume banned substances.

Lance armstrong was in fact the best athlete in his sport. I believe I read that dozens of other athletes competing against him were all doping too. Even playing field.

Honestly, in general it would be awesome if everyone was able to use really well made healthy stimulants - I believe it would add even more entertainment to professional sports.

Many have taken steroids in MMA. How many have been as good as Jon Jones?
