I am in a Nightmare game and was in cows, but had already killed the cow king and got the "Diablo has invaded sanctuary" message. I went to frigid highlands to spawn him and he didn't spawn. I've made it through most of act 1 and he hasn't spawned anywhere.

Can he even spawn in NM? where could he be?

I played a ton before dclone was even a thing. and I've joined games and killed dclone after spawn. but never spawned him myself. dunno what to tell you.
